Pat Roberts Intelligence Scholars Program
LinguaVista
Project Objective:
- To provide the Intelligence Community (IC) with information to support:
- Recruiting and hiring Foreign Language Professionals (FLPs) in mission critical languages
- Placing FLPs in the highest quality academic foreign language programs
Project Definition: LinguaVista is a web-based interface for finding academic programs that train high-level learners of less commonly taught languages.
Project Importance:
- LinguaVista helps students and managers select better programs and ensure U.S. government funds for language training are spent effectively. In particular, LinguaVista assists agencies in:
- Placing Pat Roberts Intelligence Scholars Program (PRISP) participants in quality educational programs
- Identifying high quality language programs for study at advanced levels at U.S. colleges and universities
- Selecting the right program for FLP needs
- Facilitating recruitment for high-level language speakers from these quality programs
Project Background: The intent of PRISP is to provide the IC with an enhanced means to recruit Intelligence Officers with critical skills that the labor market does not readily provide. LinguaVista was originally developed to assist PRISP managers and candidates in program selection and recruiting. It is now expanded to serve a much larger audience across the IC and beyond.
Project Products:
- LinguaVista is unique because it includes information only on selected programs, using a set of practical indicators of program quality. None of the other available program selection resources uses specific or feasible criteria for program inclusion.
- CASL developed a web-delivered product, LinguaVista, that is simple, self-explanatory, and user-friendly, as the agencies requested.

Project Activities:
- The research supports CASL's goal to develop sound policies and facilitate language education in the federal government. To complete the research, CASL:
- Developed a decision tree for PRISP candidates and managers
- Determined a preliminary set of selection criteria based on end user needs
- Prototyped the resource and tested on a subset of potential customers
- Documented PRISP requirements from interviews with NSA, DIA, and FBI personnel
- Launched LinguaVista on Internet and the secure network
